Restructuring Japanese Food Safety Governance: Institutional Changes and Future Challenges

Japanese food safety governance has undergone two major institutional changes in the first decade of the 21st century. First, in 2003, Japan introduced the Basic Food Safety Law, accompanied by the subsequent institutionalization of the risk analysis framework and the establishment of an independent risk assessment body, the Food Safety Commission Japan (FSC), in the aftermath of the Bovine Spongiform Encephalopathy (BSE) crisis.
