Is Europe Ready for a New World Food Order

Howard-Johnson

Restoring food reserves and palliating food ration ‘leakage’ are top priorities for policymakers in the face of increasing populations, changing diets, environmental pressures and climate change. During an emergency, when food supply is in high demand, the current Laws of International Organizations such as the United Nations World Food Programme and the World Trade Organization are unsustainable for ensuring efficient and equitable access to stable food reserves. Therefore, a NewWorld Order, via a Food Equity community, is emerging. This article responds to counterarguments of governments relinquishing National Sovereignty to a supranational organization and defends the Principle of Good Faith in food policy and delivery with a comparative analysis of why the laws in one Asian jurisdiction, Hong Kong, may spur the movement for a New World Food Order. My purpose in this article is to demonstrate thorough legal and economic analysis that is intelligible for European food regulators and propose new International Laws and Policies to ensure Justice and Food Security in the 21st century.
