Meat 2.0 – The Regulatory Environment of Plant-Based and Cultured Meat

Astrid Seehafer, Marvin Bartels

For “artificial meat products” based on plants or cultured animal cells, a huge global market is anticipated. However, prior to placing on the market in the European Union, food business operators must comply with a rather complex regulatory environment. For example, some products may be subject to the authorisation requirements of Regulation (EU) 2015/2283 on novel foods or Regulation (EC) No 1829/2003 on genetically modified food and feed. As European Union law does not prescribe a legal name for such products, the name of the food that is customary in the individual Member States should be used. In Germany, the new guidelines for vegan and vegetarian food that have a similarity to food of animal origin have to be taken into consideration.
