After years of consultations with stakeholders, at the end of 2010, the European Commission presented its proposal for a Regulation of the European Parliament and of the Council on agricultural product quality schemes. The proposal did not come alone, but in a package (the so called Quality Package), however, in this study we will only concentrate on the one that – inter alia – tries to reshape the world of protected designations of origin (PDOs), protected geographical indications (PGIs) and traditional specialties guaranteed (TSGs). Also, we will not deal with Title IV of the proposal, since we agree completely with the rapporteur that it was a mistake to include it here, as it belongs to Regulation (EC) 1234/2007. The preparation was certainly a long one, since even between the presentation of the Green Paper in March 2009 and the presentation of the proposal at the end of 2010 oneand- a-half years have passed, not to mention the work done that led to the Green Paper. But was the long wait worth it? We will try to seek an answer to that question in the next few pages by examining the expectations of the European institutions, the proposal itself and the draft report of the rapporteur of the European Parliament. The proposal of the Commission intends to – give a new, single structure for quality schemes previously found in different pieces of legislation – to increase the credibility of the schemes and possibly to encourage more applications, especially regarding the TSG scheme – to use a single application procedure for the schemes and to speed it up. In this article, when we refer to current legislation, we mean Regulations (EC) No 509/2006 and (EC) No 510/2006. Under the Commission’s proposal we mean COM(2010) 733 final and for the draft report of the rapporteur we mean the draft report on the proposal for a regulation of the European Parliament and of the Council on agricultural product quality schemes by the rapporteur Iratxe García-Pérez.
