First, in 2003, Japan introduced the Basic Food Safety Law, accompanied by the subsequent institutionalization of the risk analysis framework and the establishment of an independent risk assessment body, the Food Safety Commission Japan (FSC), in the aftermath of the Bovine Spongiform Encephalopathy (BSE) crisis.
